There are also federally-funded programs that help make energy bills affordable for low-income households. The Home Energy Assistance Program (HEAP) is administered by the Department of Social Service. HEAP is a seasonal program that usually begins in the fall of each year and ends in the spring. For most who qualify, their benefits are paid directly to their fuel provider. You can receive one regular HEAP benefit per program year. However, if you are close to running out of fuel or having your utility shut off, you could also be eligible for emergency HEAP benefits.
